(a) to (d): âHealthâ is a State subject. As such no information regarding condition of the
infrastructure in hospitals is maintained centrally.
Under National Rural Health Mission (NRHM), the Government has issued Indian Public
Health Standards (IPHS), revised in June 2012, for Sub-districts and District Hospitals to
provide quality health care. These are standards of physical infrastructure, equipments, human
resources as well as service range and quality. States have been requested to adopt these
standards.
Further, Government has enacted the Clinical Establishments (Registration & Regulation)
Act, 2010, which makes provision for minimum standards of facilities, services and minimum
requirement of personnel for registration and regulation of the Clinical establishments. The
Act has come into force in the States of Arunachal Pradesh, Himachal Pradesh, Mizoram and
Sikkim and the Union Territories with effect from 1st March, 2012. The States of Rajasthan,
Uttar Pradesh, Bihar and Jharkhand have adopted this Act. Other States have also been
requested to adopt the Act.
