Question : Daily Wage Rate in J&K

(a)the current minimum daily wage rate in Jammu and Kashmir (J&K);
(b)whether this rate is different from the national rate;
(c)if so, the details thereof;
(d)whether the Government proposes to revise this rate; and
(e)if so, the details thereof?

(a): The current minimum daily wage rate in Jammu & Kashmir has been revised in the year 2017 vide SRO 460 dated 26.10.2017. The details is as under:-
Un-Skilled – Rs. 225/- per day
Skilled – Rs. 350/- per day
Highly Skilled – 400/- per day
Administrative/Minsterial/Account Staff – Rs. 325/- per day.

(b) to (e): Under the provisions of the Minimum Wages Act, 1948, both Central and State Governments are appropriate Governments to fix, review and revise the minimum wages of the workers employed in the scheduled employments under their respective jurisdictions. Rates fixed in the Central sphere are applicable to establishments under the authority of Central Government, railway administration, mines, oil-fields, major port or any corporation established by a Central Government. Employments other than the scheduled employments for central Sphere come under the purview of State Governments and accordingly State Government wages are applicable in such employments.
According to the provisions contained in the Minimum Wages Act, 1948, the appropriate Governments are required to revise the minimum wages in all the scheduled employments under its jurisdiction at an interval not exceeding five years.
Copy of revised basic minimum wages w.e.f. 19.01.2017 and current rate of minimum wages w.e.f. 01.04.2019 for Central Sphere are enclosed at Annexure ‘A’ and Annexure ‘B’ respectively.
