THE MINISTER OF STATE IN THE MINISTRY OF AGRICULTURE AND FOOD PROCESSING INDUSTRIES
(SHRI TARIQ ANWAR)
(a) & (b): Yes, Madam. Indian Council of Agricultural Research (ICAR)
has conducted climate change impact analysis on crop yields using crop simulation
models incorporating future projections for 2020, 2050 and 2080. The crop-wise
details of study are given in Annexure-I.
(c) The notable achievements made under âThe National Initiative on Climate
Resilient Agricultureâ (NICRA) scheme during last one year are given in Annexure-II.
(d) ICAR is implementing NICRA project with the objectives of enhancing resilience
of Indian agriculture to climate change through Strategic Research, Technology
Demonstration, Capacity Building and Sponsored/Competitive Grant Projects. The
research on adaptation and mitigation covers crops, livestock, fisheries and natural
resource management. Besides, a mission document on National Mission on Sustainable
Agriculture (NMSA) under the aegis of National Action Plan on Climate Change (NAPCC)
has been formulated. NMSA identified 10 key dimensions namely seed & culture, water,
pest, nutrient, farming practices, credit, insurance, market, information and
livelihood diversification for promoting suitable agricultural practices that
covers both adaptation and mitigation measures through four functional areas,
namely, Research & Development, Technologies & Practices, Infrastructure, and
Capacity building. During XII Plan, these dimensions have been embedded and
mainstreamed into Missions/Programmes/Schemes of Ministry of Agriculture,
including NMSA through a process of restructuring of various schemes/missions
implemented during XI Plan. NMSA as a restructured programmatic Mission aims
at promoting location specific integrated/composite farming systems; soil and
moisture conservation measures; comprehensive soil health management; efficient
water management practices and mainstreaming rainfed technology.
