Question : Gram Panchayat Development Plan (GPDP)


(a) the details of initiatives being taken to educate Elected Representatives (ERs) within Panchayati Raj Institutions in formulation, progress and monitoring of Gram Panchayat Development Plan (GPDP);
(b) the total number of training institutes engaged in training ERs on Panchayati Raj, State-wise and district-wise for the State of Rajasthan;
(c) the details of the number of training sessions that have been carried out at training institutes in each State, the number of ERs, and women ERs, separately who have attended such training sessions, State-wise;
(d) the details of the method by which training sessions are monitored for effectiveness and whether the method by which the sessions are monitored is standardized across States; and
(e) the total number of visits organised for ERs to model Gram Panchayats and percentage of female ERs who have attended visits in each State during the last five years?

(a) The Ministry of Panchayati Raj (MoPR) has formulated model Gram Panchayat Development Plan (GPDP) guidelines to enable the States to prepare their GPDP guidelines as per State specific requirements. MoPR under the RGSA is providing assistance for enhancing the facilities for Capacity Building and Training (CB&T) of Elected Representatives (ERs), Panchayat Functionaries (PFs) and other stakeholders of Panchayats for formulation of GPDP and their implementation and monitoring. In year 2018-19 & 2019-20, 4713372 ERs & other stakeholders were trained for preparation of GPDP. In the year 2020-21, training for 3277820 ERs & other stakeholders for preparation of GPDP has been approved.

(b) In Rajasthan, the training institutions operating for training of ERs, PFs and other stakeholders of Panchayats are Indira Gandhi Panchayati Raj and Gramin Vikas Sasthan at State Level and 6 Panchayat Training Centers at Regional Level. In addition, 13District Panchayat Resource Centres are under various stages of construction.

(c) Under the restructured Centrally Sponsored Scheme of Rashtriya Gram Swaraj Abhiyan (RGSA) being implemented with effect from 2018-19, support is provided to States towards CB&T of ERs, PFs and other stakeholders of panchayats. As per information furnished by States/ UTs the total no. of ERs including EWRs, PFs, and other stakeholders of panchayats who have attended training sessions across States/ UTs under RGSA are given at Annexure.

(d) The CB&T plan of States/ UTs are in sync with National Capability Building Framework (NCBF) developed by MoPR which lays down comprehensive framework for building capacity of PRIs including monitoring and evaluation of training programmes as per State specific context. Broadly, the mechanisms used by States to monitor the Training Sessions are pre and post Training monitoring using customised training feedback forms/formats by using separate modules, dedicated team to monitor and evaluate, use of Institution specific online/offline training by using dedicated MIS portal, use of digital monitoring equipments like biometric attendance, interaction by District level senior officials with the participants during the Training Programme on a regular interval etc.

(e) Under the scheme of RGSA 40,717 no. of ERs and other stakeholders of panchayats across States have undertaken exposure visit.
