Question : Pending Project under BADP

(a) whether the Government proposes to complete the remaining development works on the basis of baseline survey under Border Area Development Programme (BADP) in districts located along the International border;

(b) if so, whether special package is proposed to be given to the States on the basis of the said survey;

(c) whether any proposal is received from the State Government of Rajasthan in this regard;

(d) if so, whether the Government is considering to release the funds after sanctioning the said proposal; and

(e) if so, the details thereof?

(a): Government of India has been implementing the Border Area Development Programme (BADP), through the State Governments, as a part of comprehensive approach to Border Management to meet the special developmental needs and well being of the people living in remote and inaccessible areas situated near the international border and to saturate

the border areas with essential infrastructure through convergence of Central/State/BADP/Local Schemes and participatory approach. The programme is 100% Additional Special Central Assistance and supplementary support to the State Governments in filling the gaps in socio-economic infrastructure in the villages located closer to the border. The programme is implemented in 391 border blocks in 106 border districts of 17 States which constitutes international land border. Development of Border Areas is a continuous process. Guidelines of BADP (June, 2015) provide that a baseline survey shall be carried out in border villages in order to assess the gaps in basic physical and social infrastructure. State Government shall draw the annual plan for the BADP by keeping in view the objectives of overall balanced development of the region and assessment made by the State Government in the gaps in Basic physical and social infrastructure in the border areas by taking into account the other resources available with the State Government for developmental activities in the border areas. Funds are provided to the State Governments on the basis of the Annual Action Plan of the BADP furnished by the State Governments every year.

(c) to (e): Government of Rajasthan furnished an Annual Action Plan of BADP containing total 861 works of an amount of Rs.136.78 crore against the allocation of Rs. 136.24 crore. The entire allocated amount of Rs.136.24 crore has been released to the State Government during the current financial year, 2015-16.
