a) whether the Government is transferring funds directly to gram panchayats for carrying out development works in Gram Panchayats, if so, the details thereof;
b) the states in which the funds are being directly given to Gram Panchayats; and
c) whether the Government has received any request from any State Government for transfer of funds directly to Gram Panchayats, if so, the details thereof and the response of the Government thereto?

(a) & (b) : Yes, Madam. In implementation of the Fourteenth Finance Commission (FFC) award, grants to the tune of Rs.2,00,292.20 crore for the award period from 2015 to 2020 are being released to Gram Panchayats duly constituted under Part IX of the Constitution, through the respective State Governments, for delivering basic services, creation of reliable data base of local bodies’ receipts & expenditure through audited accounts and for improvement of own source revenue of the Gram Panchayats.
(c) No such request has been received so far.
