Question : Solid and Liquid Waste Management Projects

(a) the details of central assistance for the Solid and Liquid Waste Management (SLWM) projects during the last five years, State-wise;
(b) whether the Government has met the targets for construction of Bio-Gas/CBG plants in the previous year i.e. 2021-22;

(c) if so, the details thereof and if not, the reasons therefor;

(d) the model of bio-gas plant which has received maximum funding and support from the funds allocated to the scheme; and

(e) the details of support extended to different models of bio-gas plants?

(a) Under Swachh Bharat Mission (Grameen) [SBM (G)], funds to the States/UTs are released in a consolidated manner for all the components. States/UTs have the flexibility to utilize these funds as per their priorities under the programme. The State/UT-wise details of Central share funds released under SBM (G) during the last five years are given at Annexure.

(b) to (e) Gobardhan is an integral component under SBM(G) Phase-II for promoting cleanliness in villages by converting bio-waste including animal waste, kitchen leftovers, crop residue and market waste into biogas and bio slurry, and to improve the lives of villagers. Under SBM(G) Phase-II, financial assistance of up to Rs.50 lakh per district is available for setting up of community and cluster model biogas plants for the entire programme period i.e. up to 2024–25. As this is a demand driven programme, fixed year-wise targets are not set for the States. As per the data reported by the States/UTs on the online portal maintained by the Department of Drinking Water and Sanitation, 251 biogas plants under Gobardhan have been completed during 2021-22. Majority of these plants are community model biogas plant.
