Question : Schemes for SCs-OBCs

(a) the details of various welfare schemes launched by the Government for the Scheduled Castes and Other Backward Classes in the country;

(b) the estimated number of beneficiaries under the said schemes and funds allocated and spent during the last three years and the current year, scheme and State-wise;

(c) the mechanism adopted by the Government for monitoring the progress of implementation of the various Welfare Schemes for SCs and OBCs in the country;

(d) whether the pace of implementation of such schemes has been very slow;

(e) if so, the details thereof along with the corrective steps being taken in this regard; and

(f) whether the Government has assessed the impact of such schemes on the Scheduled Castes and OBCs and if so, the details and outcome thereof?

(a) The details of major Schemes being implemented by the Ministry of Social Justice and Empowerment for development of the Scheduled Castes (SCs) and Other Backward Classes (OBCs) are as under:
(i) Special Central Assistance to Scheduled Castes Sub-Plan.
(ii) Pre-Matric Scholarship for SC students studying in classes IX & X.
(iii) Post-Matric Scholarship for SC Students.
(iv) Upgradation of Merit for SC students.
(v) Babu Jagjivan Ram Chhatrawas Yojna.
(vi) Pre-Matric Scholorship for OBC students.
(vii) Post -Matric Scholarship for OBC students.
(viii) Free Coaching Scheme for SCs and OBCs.
(ix) Pradhan Mantri Adarsh Gram Yojna (PMAGY).
(x) Schemes of Construction of Hostels for OBC Boys and Girls.
(xi) Implementation of Protection of Civil Rights Act, 1955 and the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act, 1989.

(b) The State wise details of Central Assistance allocated, spent and the number of beneficiaries covered under the above Schemes during the last three years and current year are at ANNEXURE I to XI.

(c) The mechanism adopted by the Government for monitoring the progress of implementation of these Schemes is at ANNEXURE – XII.

(f) The Ministry of Social Justice & Empowerment assesses the impact of the Schemes by sponsoring evaluation studies from time to time. The Schemes, being implemented for educational and economic development of SCs and OBCs, have shown positive impact on increasing literacy, enrolment, reducing dropout rates and their income.
