(a) whether National Commission for Women has given any recommendations on the atrocities against women;

(b) if so, the details thereof;

(c) the steps taken by the Government to implement them; and

(d) the details of promises made by the Government during 1995 at Beijing conference with regard to women alongwith the steps taken by the Government so far to fulfil them?

(a) Yes, Sir.

(b) The recommendations pertain to amendment of existing legislations, enactment of new legislations, changes in procedures for speedy and efficient justice delivery to women victims of atrocities, gender sensitization of judiciary and law enforcement agencies and advocacy and awareness generation of legal rights of women.

(c) In terms of the provisions contained in the National Commission for Women Act, 1990, the annual reports of the Commission for the years 1992-93, 1993-94, 1994-95 and 1995- 96 containing their recommendations have already been placed on the table of Lok Sabha alongwith the Action Taken Report. Most of the recommendations have been accepted by the concerned Ministries/Departments of the Government of India and they have been disseminated to the State Governments and other appropriate agencies for implementation.

(d) During the Fourth World Conference on Women held in Beijing in 1995, India had made commitments regarding increasing the investment on education, universalisation of mother and child health care programmes etc. While substantial progress has been achieved in these areas, in respect of the other commuitments i.e. formulation of National Policy for the Empowerment of Women and setting up the Office of the Commissioner for Women`s Rights, necessary action has been initiated in consultation with other Ministries/Departments and the NCW.
