Question : Bonded Labour Cases

(a)whether the Government has national data on the number of bonded labour cases which were also cases of human trafficking, if so, the details thereof;
(b)whether the Government has found any correlation between cases of human trafficking and bonded labour, if so, the details thereof;
(c)the measures taken by the Government to address Human Trafficking in Bonded Labour Cases; and
(d)the efforts being made by the Government to have centralised data collected from source/destination to prevent human trafficking and bonded labour?

(a) & (b): A total number of 86, 23 and 6 number of bonded labour cases involving human trafficking have been reported by National Crime Records Bureau (NCRB) during 2016, 2017 & 2018 respectively. As per information compiled by National Crime Record Bureau, there are various reasons/purposes for which the victims are trafficked, which inter-alia, includes forced labour, domestic servitude, begging etc.

(c): ‘Police’ is a State subject under the Seventh Schedule of the Constitution of India and as such prevention of the crime of human trafficking in bonded labour cases is the responsibility of the State Governments. However, Ministry of Home Affairs (MHA) has been supplementing the efforts of the State Governments by taking various initiatives and measures and providing financial assistance to all states for setting up Anti Human Trafficking Units. MHA also provides financial assistance to the states and Judicial Academies in States to hold State level Conference to sensitize Police Officials, Judicial Officers and Prosecutors about various provision of law relating to trafficking and their role in curbing trafficking. MHA has also issued several advisories to the States and UTs from time to time and meetings of the Nodal Officers of Anti Human Trafficking Units are also held on periodic basis for curbing trafficking.
