(a) to (c) Ministry of Health & Family Welfare has informed that there are four internet de-addiction centres in Government setup-SHUT clinic (Service for Healthy Use of Technology) at National Institute of Mental Health and Neurosciences (NIMHANS), Bengaluru and Armed Forces Medical College, Pune, Behavioral addiction Clinics at All India Institute of Medical Sciences (AIIMS), Delhi and Lokopriya Gopinath Bordoloi Regional Institute of Mental Health (LGBRIMH), Tejpur. Shut clinic at NIMHANS received funds from National funding agency (Indian Council for Medical Research, Department of Health Research, Ministry of Science and Technology) to carry out community survey to assess the magnitude, burden of technology use; pilot testing of intervention program for promotion of healthy use of technology & yoga as an adjunct modality for promotion of healthy use of technology.
As regards postnatal depression, District Mental Health Programme (DMHP) staff has been trained in handling postpartum depression. In some states as part of the DMHP, training is also provided to Medical Officers, ANMs and ASHAs. Kerala and Karnataka have started screening for postpartum depression integrated with routine maternal health. NIMHANS has started a certificate course in perinatal psychiatry.
All India Institute of Speech and Hearing (AIISH), Mysore has newborn hearing special screening program, which is also run at its 29 extension centres. All India Institute of Medical Science (AIIMS), New Delhi and Postgraduate Institute of Medical Education and Research (PGIMER), Chandigarh, also have newborn hearing special screening program. Government of Kerala, under State Initiative on Disability also runs such programme in 68 District/Taluk hospitals. In the State of Tamil Nadu, the State Commissioner for the persons with disabilities has established Early Diagnostic Centres in 29 districts of Tamil Nadu. These centres are equipped with sophisticated equipment for screening of newborn babies. Early Diagnostic Centres for the hearing impaired is managed by the Audiologist at District Rehabilitation Centre in 29 districts aimed at screening, diagnosing and intervening newborn babies and children with hearing impairment in the age group of 0 to 5 years.
To cater to the emergency and recovery needs of patients with mental illness, India has 47 government mental hospitals and 15 AIIMS. In addition, a number of medical colleges (both government and private) across the length and breadth of the country have departments of Psychiatry with emergency and recovery care. Many District hospitals particularly in the southern states have emergency and care facilities for persons with psychiatric problems.
Further, this Ministry in June 2021, has set-up 14 cross disability early intervention centres at its Institutes/Centres located at Mumbai, Secunderabad, Chennai, New Delhi, Dehradun, Kolkata, Cuttack, Bhopal, Kozhikode, Lucknow, Nellore, Patna, Rajnandgaon and Sundernagar. These centres are equipped for screening of risk cases/disability including mental illness, providing rehabilitation services such as speech therapy, physiotherapy, occupational therapy and behavioural therapy, parental/peer counselling and school readiness facilities.
In addition, Department of Social Justice & Empowerment under this Ministry started a National Toll Free Helpline (14446) 24x7 with effect from 1st March, 2017 for prevention of alcohol and drug addictions, wherein counselling and referral services to the callers are being provided for drug de-addiction in Hindi and English language.
