STATEMENT
STATEMENT REFERRED TO IN REPLY OF PARTS (a) to (e) OF THE LOK SABHA STARRED QUESTION NO. *49 (9TH POSITION) FOR ANSWER ON 22.7.2021 REGARDING AWARD FOR OVERALL PERFORMANCE OF SMART CITIES.
(a) & (b) India Smart Cities Awards Contest (ISAC), an annual competition among 100 Smart Cities, was launched in 2018 to reward innovative ideas and projects being implemented by them. The results of ISAC 2020 were announced on 25 June 2021. These awards were given across three broad categories, namely – projects, innovation and cities. Within the projects category, 10 sub-categories were as follows - Social Aspects, Governance, Culture, Urban Environment, Sanitation, Economy, Built Environment, Water, Mobility, and Sustainable Business model of Integrated Command & Control Centres (ICCCs). Within the innovation category, there were two sub-categories namely COVID Innovation and Innovation in projects. Within the cities category, best performing cities from each round of selection were awarded apart from the overall best city award, which was given to the best performing city across all the 100 cities. Two other award categories which were introduced this year were the City and State leadership awards. These categories were introduced to award States/Union Territories/Cities who have demonstrated leadership in spreading the learnings of the Mission beyond the Mission cities. These award categories have evolved over the last 3 years. Indore & Surat won the overall Smart City Award jointly this year. Details of all awards distributed as part of ISAC 2020 are given in Annexure-I.
(c) Smart Cities Mission (SCM) is being implemented in 100 cities selected through 4 rounds of competition from January 2016 to June 2018. As on 9 July 2021, these cities have tendered out 6,017 projects worth ? 1,80,873 crore; out of which work orders have been issued in 5,375 projects worth ? 1,49,251 crore; out of these, 2,781 projects worth ? 48,150 crore have been completed.
(d) As on 9 July 2021, 71 Smart Cities have developed & operationalized their ICCCs. The list of these cities is given in Annexure-II.
(e) The Climate Smart Cities Assessment Framework (CSCAF) was launched in 2019 as a mechanism to assess the state of, and strengthen climate-sensitive development practices in the cities. An annual assessment of cities on climate-related parameters is an important sub-component of the Framework. The second edition of the assessment, CSCAF 2.0 was launched in September 2020. The final report of the assessment was released on 25 June 2021. The assessment was open to all Smart Cities, all Capital cities and all cities with population above 500,000 in 2011 Census. The 126 participating cities were assessed through 28 diverse indicators across 5 thematic areas. The results of CSCAF-2.0 are available at https://niua.org/c-cube/c-cube-documents. The public dashboard available on this website provides detailed analysis for each city and provides option for indicator/thematic area-wise comparison amongst cities. Broadly, city performance has been assessed through stars achieved, spanning from 1-star to 5-star. As per the report of CSCAF 2.0, 31 cities have achieved an overall rating of 1-star; 64 cities have achieved an overall rating of 2-star; 22 cities have achieved 3-star and 9 cities have achieved 4-star rating.
