Question : Coastal Regulation Zone Notification

(a) whether the Coastal Regulation Zone (CRZ) notification, 2019 was published on 18th January, 2019 without considering the changes in Khar Lands Development scheme proposed by the State Government of Maharashtra;
(b) if so, the details thereof along with the reasons for not including the changes proposed in Khar Lands Development scheme;
(c) whether the State Government of Maharashtra has sent a proposal to the Union Government regarding necessary changes or amendment in CRZ notification, 2019 in respect of the Khar Lands Development scheme;
(d) if so, the details thereof including the date on which the said proposal was received; and
(e) the present status of the said proposal along with the action taken by the Union Government thereon indicating the time by which it is likely to be approved?

STATEMENT REFERRED TO IN REPLY TO PARTS (A) TO (E) OF THE LOK SABHA STARRED QUESTION NO. 61 FOR ANSWER ON 23/07/2021 REGARDING ‘COASTAL REGULATION ZONE NOTIFICATION’ RAISED BY SHRI ARVIND GANPAT SAWANT AND SHRI KRUPAL BALAJI TUMANE.

(a) to (e) The Ministry of Environment, Forest and Climate Change has duly considered and deliberated the comments received from all stakeholders. The Coastal Regulation Zone (CRZ) Notification, 2019 published on 18th January, 2019, did not incorporate changes pertaining to Kharland. However, subsequently the Ministry of Environment, Forest and Climate Change has issued an amendment in the CRZ Notification, 2011 vide S.O.1422(E) dated 01/05/2020, for delineation of High Tide Line (HTL) in Khazan, Khar, Kharland, Kharepat or otherwise. The same is applicable for State of Maharashtra also.

As regards to including the said provision in CRZ Notification, 2019, National Coastal Zone Management Authority (NCZMA) in its 42nd meeting held on 23/03/2021 has recommended for incorporating the same provision of delineation of HTL due to presence of bunds / sluice gate in CRZ Notification, 2019 which has been included in CRZ Notification, 2011, vide Notification S.O.1422 (E) dated 01/05/2020.
