Question : Centrally Sponsored Schemes for AYUSH

Will the Minister of AYURVEDA, YOGA AND NATUROPATHY, UNANI, SIDDHA AND HOMOEOPATHY (AYUSH) be pleased to state:

(a) whether AYUSH Educational Institutions, Quality Control of AYUSH Drugs, Medicinal Plants and AYUSH Services are mandatory Components of Centrally sponsored schemes being implemented by the Government;

(b) if so, the details thereof along with the salient features and objectives of the schemes covering these aspects;

(c) the achievements made so far under the Centrally sponsored schemes on the said aspects, since inception of the schemes, State/UT-wise including Satna in Madhya Pradesh;

(d) whether upgrading AYUSH Hospitals and Dispensaries have enhanced coverage of cost effective AYUSH services and healthcare system, if so, the details thereof along with the details of beneficiaries of AYUSH Services in Satna; and

(e) whether there is any proposal for setting up AYUSH Educational Institutions, Medicinal Plants Institution, Bio-Medical waste plant and other AYUSH Services in Satna, if so, the details thereof and if not, the reasons therefor?

(a) & (b) Yes, Government of India is implementing mandatory Components of AYUSH Services, AYUSH Educational Institutions, Quality Control of AYUSH Drugs and Medicinal Plants of Centrally sponsored Scheme of National AYUSH Mission (NAM) through States/UTs since 2014-15 to till date.
The detailed objectives of National AYUSH Mission (NAM) are as follows:
(i) To provide cost effective AYUSH Services, with a universal access through upgrading AYUSH Hospitals and Dispensaries, co-location of AYUSH facilities at Primary Health Centres (PHCs), Community Health Centres (CHCs) and District Hospitals (DHs).

(ii) To strengthen institutional capacity at the state level through upgrading AYUSH educational institutions, State Government Ayurveda, Siddha, Unani and Homoeopathy (ASU&H) Pharmacies, ASU & H Drug Testing Laboratories and enforcement mechanism.
(iii) Support cultivation of medicinal plants by adopting Good Agricultural Practices (GAPs) so as to provide sustained supply of quality raw-materials and support certification mechanism for quality standards, Good Agricultural/Collection/Storage Practices.
(iv) Support setting up of clusters through convergence of cultivation, warehousing, value addition, marketing and development of infrastructure for entrepreneurs.
Further, the salient features of National AYUSH Mission is furnished at Annexure-I.
(c) & (d): The major achievement made under Centrally Sponsored Scheme of National AYUSH Mission, State/UT-wise since inception of the scheme including Satna in Madhya Pradesh is furnished at Annexure-II. Further, Ministry of AYUSH has supported efforts of State/UT Governments for upgradation of AYUSH Hospitals and Dispensaries by providing financial support to them under NAM and resultantly, coverage of cost effective AYUSH services and healthcare system has been improved. During 2019-20, total of 204868 beneficiaries has received AYUSH health care facilities from the Outpatient Department (OPD) in District of Satna.
(e): As Health is a State subject, setting up of AYUSH Educational Institutions, Medicinal Plants Institution, Bio-Medical waste plant and other AYUSH Services comes under purview of respective State/UT Governments. However, under NAM, no such proposal has been received for setting up AYUSH Educational Institutions, Medicinal Plants Institution, Bio-Medical waste plant and other AYUSH Services in Satna.
