Question : MINI RATNA STATUS TO AIRPORTS



(a) whether the Government has any proposal to give mini ratna status to some airports;

(b) if so, the details thereof; and

MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF CIVIL AVIATION ( SHRI PRAFUL PATEL )

(a)& (b) : Yes, Sir. The Government have decided `in-principle` to grant Category 1 Miniratna status to Airports Authority of India.

(c) : The following eligibility criteria and guidelines are laid down ;- Category -1 PSEs should have made profit in the last three years continuously, the pre-tax profit should have been Rs.30 crores or more in atleast one of the three years and should have a positive net worth. Category II PSEs should have made profit for the last three years continuously and should have positive net worth. These PSEs shall be eigible for the enhanced delegated powers provided they have not defaulted in the repaymnet of loans interest payment on any loans due to the Government. These public sector enterprises shall not depend upon budgetory support or Government guarantees. The Boards of these PSEs should be restructured by inducting at least three non-official Directors as the first step before the exercise of enchanced delegation of authority. The administrative Ministry concerned shall decide whether a Public Sector Enterprse fulfilled the requirements of a Category-I/Category-II company before the exercise of enhanced powers.
