Question : BIO MEDICAL WASTE MANAGEMENT SYSTEM



(a) the quantum of bio-medical waste produced in the country during each of the last three years and the current year;

(b) the system/mechanism put in place by the Government for safe disposal of bio-medical waste in the country;

(c) the laws available for segregation, packaging, transportation and storage of bio- medical waste along with the steps taken by the Government for ensuring their strict enforcement in the country;

(d) whether the Government has made any assessment of the threats posed by the bio- medical waste to the humans; and

(e) if so, the details and the outcomes thereof along with the corrective steps taken/ being taken by the Government in this regard?

(a): The details of quantum of Bio-Medical Waste generation in the country during 2011, 2012 and 2013 are given below:

(b) & (c): As per the Bio-medical Waste (Management Rules), 1998, it is the duty of every occupier of an Institution generating bio-medical waste including hospitals, nursing home, clinic, dispensary, veterinary institution, animal house, pathological laboratory, blood bank, etc. to ensure that such waste is handled without any adverse effect to human health and the environment. The rules also provide for procedure for segregation, packaging, transportation and storage. The bio-medical waste is required to be treated and disposed of in accordance to and in compliance with standards prescribed under the Rules.

(d) & (e): The prescribed authority for implementation of these rules in the States is the State Pollution Control Boards. In case of violation, if any, they are required to take appropriate legal action.
