Question : Permanent-Pucca Construction under MGNREGS

(a) whether there is rampant corruption in the name of ‘Kachcha’ works being undertaken under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), if so, the details thereof;

(b) whether local villagers would be encouraged to undertake ‘Pucca’ and permanent construction under MGNREGS by associating them with local rural development work, if so, the details thereof;

(c) whether it would be fruitful to connect each village with sustainable development under MGNREGS through construction of ‘Pucca’ drains, ‘Pucca’ toilets, school buildings and hospital rooms, ‘Pucca’ houses and roads and ‘Pucca’ small reservoirs; and

(d) if so, the details thereof and the steps proposed to be taken thereon?

(a)&(b): One of the core objectives of the Mahatma Gandhi NREGA Scheme is “Providing not less than one hundred days of unskilled manual work as a guaranteed employment in a financial year to every household in rural areas as per demand, resulting in creation of productive assets of prescribed quality and durability”. Therefore, no ‘Kachcha’ work is permitted under MGNREGA.

(c)&(d): Construction of drains, toilets, roads, water conservation structures including ‘small water reservoirs’ are permitted works under MGNREGA and it will be fruitful take up such works in the village with the approved in the Gram Sabha. Construction of School buildings and hospital rooms is not permitted under MGNREGA.
