Question : INTER-STATE CONNECTIVITY SCHEME



(a) whether the Government provides funds to the States for construction/ development of roads under Inter-State connectivity scheme;

(b) if so, the details thereof along with the criteria/norms laid down for allocation of funds under the said scheme;

(c) the total length of roads constructed under the said scheme and funds allocated/ utilized for the purpose during each of the last three years and the current year, State and project-wise;

(d) the details of the proposals received from various States for construction/ development of roads under inter-State connectivity projects and the number of projects approved by the Government during the said period; and

(e) the details of the projects which are lying pending with the Government and the reasons therefor along with the time by which such proposals are likely to be cleared?

(a) Yes, Madam.

(b) & (c) Allocation of funds under Inter-State Connectivity & Economic Importance (ISC&EI) schemes are done as per Central Road Fund (State Road) Rules. The state-wise details of total length of road constructed under ISC&EI schemes during each of the last three year and the current year are at Annexure-I. The state-wise details funds allocated / utilized under ISC&EI schemes during each of the last three year and the current year are at Annexure-II.

(d) State-wise details of number of proposals received and sanctioned under ISC&EI schemes during each of the last three year and the current year are at Annexure-III.

(e) The proposals submitted by the States / UTs under ISC&EI schemes are approved in accordance with Central Road Fund (State Road) Rules, subject to overall availability of funds and inter-se priority of works. The proposals not considered for sanction during a financial year are treated as unapproved and not considered as pending.
