Question : Ayushman Bharat Health Accounts

(a) the details of the methodology adopted for data collection and storage under the Ayushman Bharat Health Account (ABHA);
(b) the details of Government and non-Government entities that have access to data collected as part of the scheme;
(c) whether the people registering on CoWIN for vaccines were automatically registered for the ABHA and if so, the reasons therefor along with the number of people so registered;
(d) whether such registration included informed consent and if so, the details thereof and if not, the reasons therefor; and
(e) the number of people registered for ABHA till date, State/UT-wise?

(a) to (e): Creation of Ayushman Bharat Health Accounts (ABHAs) under Ayushman Bharat Digital Mission (ABDM) is voluntary. ABHA is a randomly generated fourteen-digit number. Individuals can create ABHA through their Aadhaar, driving license or mobile number.
Under ABDM, no health data is centrally stored. ABHA facilitates secure data exchange between the intended stakeholders (Government and non-Government) only after the citizens’ consent.

ABHA numbers have been created for those beneficiaries enrolled through CoWIN platform who have provided Aadhaar as the ID proof at the vaccination site only after taking their consent through the vaccinator.

Till 30th March 2022, a total of 21,03,77,488 ABHAs (previously known as Health ID) have been created in the country. Out of this, 12,82,22,613 ABHA numbers have been created through the Cowin platform.
