STATEMENT
STATEMENT REFERRED TO IN REPLY OF PART (a) TO (f) OF THE LOK SABHA STARRED QUESTION No. *140 DUE FOR ANSWER ON 10 FEBRUARY, 2022 REGARDING “STATUS OF PROJECTS UNDER AMRUT”:
(a): Government of Odisha has taken up 191 projects worth ?1,715 crore under Atal Mission for Rejuvenation and Urban Transformation (AMRUT), of which 171 projects worth ?1,409 crore have been completed. So far, works worth ?1,669 crore have been physically completed.
Government of Maharashtra has taken up 196 projects worth ?7,826 crore under AMRUT, of which, 138 projects worth ?1,017 crore have been completed. So far, works worth ?5,297 crore have been physically completed.
(b): The approved plan size of the State of Odisha under AMRUT amounts to ?1,599 crore, which include committed Central Assistance of ?797 crore. So far, an amount of ?785 crore have been released to the State of Odisha for implementation of AMRUT projects.
The approved plan size of the State of Maharashtra under AMRUT amounts to ?7,759 crore, which include committed Central Assistance of ?3,534 crore. So far, an amount of ?3,106 crore have been released to the State of Maharashtra for implementation of AMRUT projects.
(c) and (d): Implementation of certain projects under AMRUT have got delayed due to various reasons, such as land disputes, natural calamities, delay in obtaining clearances/ permissions from other departments and lockdown imposed due to COVID-19 pandemic etc. Government of Maharashtra has informed that there are no cost escalation due to delay in completion of projects.
(e) and (f): State Government of Odisha had submitted vide letter dated 20 September 2021 that the total cost of AMRUT projects has reached ?1,687.33 crorewhich was in excess of approved plan size and, therefore, they requested to provide the difference of ?93.39 crore as Performance Based Incentive Grant against the efforts of the State to achieve “Drink from Tap” and initiatives towards Universal household coverage for water supply.
Since, Ministry has already released the entire eligible amount against their committed Central Assistance and there is no untied fund under AMRUT, any additional Central Assistance to Government of Odisha could not be released. Also, releasing additional fund as Performance Based Incentive Grant was not feasible as per the extant conditionalities for extension of AMRUT scheme.
Government of Maharashtra has not requested for additional funds.
