Question : EXPORT OF COTTON



(a) the target set for export of cotton during the last three years and the achievement made thereupon during the period;

(b) whether the export of cotton has decreased in the current year;

(c) if so, the reasons therefor and the steps being taken by the Government to boost the export of cotton;

(d) whether the Government had provided financial assistance to cotton exporting industry during the year 2008-09; and

(e) if so, the reasons therefor alongwith the names of beneficiaries to such assistance?

(a): Government does not set targets for export of cotton.Cotton export mainly depends upon the prices of Indian cotton vis-à-vis international prices. However, details of cotton exported from the country during last three years are as under:-

(b): During the current year 2008-09, as is evident, cotton export has decreased due to disparity in Domestic prices of cotton as compared to International prices and reduction in cotton consumption due to global economic slow down.

(c) & (d): Currently, there is no policy to boost the export of cotton. However, duty free scrip under Vishesh Krishi & Gram Udyog Yojna (VKGUY) @ 5% on FOB value of export of raw cotton was, in force, from 1st April 2008 to 30th June 2009. The incentive was provided to abridge the differential between domestic availability of cotton with that of International market.

(e): The Scheme provides for refund to such exporters till 1st April 2011. Accordingly, full list could be available thereafter.
