Question : LPG Pipeline from Kandla Port

(a) the details and status of Indian Oil Corporation Limited (IOCL) 2000 kilometre long pipeline project from Kandla Port to Gorakhpur along with total expenditure incurred and the time by which the said project is likely to be completed;
(b) whether IOCL has submitted an expression of interest to the downstream regulator in the Petroleum and Natural Gas Regulatory Board to lay, build and operate a common carrier LPG pipeline and if so, the details thereof along with any consultation held by the board to carry forward this project;
(c) whether the demand of LPG is likely to reach about 10 million tonnes per annum by 2031-32 and if so, the details thereof along with total quantity of LPG to be supplied through the said pipelines; and
(d) the action taken by the Government for making LPG supply through pipeline in various parts of the country including Uttar Pradesh, State/UT-wise?

(a) & (b): The Expression of Interest for the Indian Oil Corporation’s project for construction of a LPG pipeline from Kandla in Gujarat to Gorakhpur in Uttar Pradesh has been submitted to Petroleum and Natural Gas Regulatory Board (PNGRB) at an estimated cost of about Rs. 4300 Crore.
PNGRB has web-hosted EoI for Kandla-Gorakhpur LPG pipeline on 30.9.2016 and has announced commencement of public consultation process for 30 days.

(c): It is expected that the LPG consumption will increase due to increase in LPG penetration in rural areas. The LPG demand projections are likely to reach 35612 TMT by 2031-32.
As per Indian Oil Corporation’s proposal, 30.84 lac metric tonnes per annum of LPG is envisaged for transportation through this pipeline.

(d): Public Sector Oil Marketing Companies (OMCs) lay pipelines for supplying LPG to different parts of the country in line with demand supply projections and techno-commercial feasibility.
