(a) whether the National Green Tribunal (NGT) has made water harvesting a prerequisite condition for approval of any project relating to the flyovers, bridges, etc.;
(b) if so, the details and compliance thereof;
(c) the number of projects sanctioned after such directions from NGT across the country, State/UT-wise;
(d) whether the Government has received suggestions from various quarters in this regard; and
(e) if so, the details thereof and the reaction of the Government thereto?

(a) & (b)The National Green Tribunal, Principal Bench, New Delhi, vide their order dated 20th August, 2015 in Original Application No.72/2014 in the matter of ‘Vinod Kumar Jain Vs NCT of Delhi & Othrs’ has directed to ensure that no project including flyovers, bridges is to be approved without a specific stipulation in the tender documents to construct adequate capacity rain water harvesting systems as part of the project.
(c)The projects/activities listed in the Schedule to the Environment Impact Assessment Notification, 2006 are considered for environmental clearance as per the provisions contained therein.
(d) & (e)In compliance of the directions of the Tribunal, a committee has been constituted by the Government of National Capital Territory of Delhi to perform all supervisory functions while ensuring due implementation of the direction and efficient working of rain water harvesting systems, and to submit a report.
