Question : Targets for Training

(a) the targets fixed by the Government for training of women, backward classes, tribals and minorities;

(b) whether the Government has achieved last year''s targets and if not, the reasons therefor;

(c) the details of the special strategy that has been devised to encourage women, SCs/STs and minorities;

(d) whether the Government has formulated any skill development programme according to the requirements of remote, tribal and hilly areas; and

(e) if so, the details thereof?

Answer given by the minister

(a) to (e) Yes, Madam. The Directorate General of Training, an Attached Office under Ministry of Skill Development & Entrepreneurship has fixed a target to train 8260 women including women from backward classes, tribals and minorities during 2016-17.

To promote skilling of all the people across the Country including women and socially backward classes, there are over 40 skill development schemes across various sectors being implemented by 18 Central Ministries/Departments. The data on the women, backward classes, Scheduled Castes (SCs), Scheduled Tribes (STs) and Minorities covered under these skill development programmes is not maintained centrally. However, most of these schemes have special provisions to promote the participation in skill development programmes by all socio-economic groups which includes women and socially backward classes.





Under the Craftsmen Training Scheme, candidates belonging to SC and ST category get reservation in the proportion to their population in each State and Union Territory. Further, 30% of all the seats for the course in all the Government and Private Industrial Training Institutes (ITIs) (Government- 2293 and Private- 10812; Total:- 13105) are reserved for women candidates. Furthermore, there are 402 (Government-298 and Private-104) Industrial Training Institutes (ITIs) exclusively for women with the capacity of 141907 seats.

Besides, there are ten Regional Vocational Training Institutes (RVTIs) and one National Vocational Training Institute (NVTI) (at Noida, Uttar Pradesh) in Central Sector for Skill Development of Women across the Country.

In addition, the Government has approved to open 08 new additional Regional Vocational Training Institutes (RVTIs) for Women in the states where there is no existing RVTI. To meet the requirements of remote, tribal and hilly areas, out of 08 new RVTIs, 02 RVTIs are being established in the States of Himachal Pradesh (Jhundla, Shimla) and Tripura (Anandanagar, Agartala). These two RVTIs have already started functioning w.e.f. August, 2015 from the temporary accommodation(s) provided by respective states.

Furthermore, Government has launched Pradhan Mantri Kaushal Vikas Yojanan (PMKVY) on 15th July, 2015 to enable and mobilize a large number of Indian youth from all the socio economic groups of the Country to take up skill training to become employable and earn their livelihood. The scheme has the target to cover 24 lakh youth through fresh skill training and certification under the Recognition of Prior Learning (RPL). As on 9th May, 2016, 19.72 lakh candidates have been enrolled and 19.64 lakh completed the training under the scheme.
