Question : Pension Payment to Pensioners of Delhi Public Library

(a) whether it is a fact that pensioners of Delhi Public Library are not getting their pension payments regularly in this financial year;

(b) whether it is also a fact that funds allocated for pension have been diverted/re-appropriated to other head of a accounts, causing immense hardships to the pensioners; and

(c) if so, the steps taken by the Government to give relief to the pensioners?

(a) Pension to pensioner have been released upto December, 2019. Additional budget has been provided to meet pension liability.

(b) No Sir, there is no specific fund allocation separately for pension. The payment of pension is met from the Budget allocation under GIA-General from where expenditure for water & electricity bill and fuel charges for office management, collection development for library, preservation and conservation of books, community outreach activities, wages for outsourced staffs etc. are also met.

In 2019-20, DPL released 10 month’s pension amounting to Rs.5.90 crore out of the total Budget provision of Rs.8.50 crore under GIA-General.

(c) The steps/efforts taken by this Ministry are as under:-

1. A Sanction of additional amount of Rs.1,12,91,000/-GIA-General has been released to DPL for meeting the outstanding liabilities towards pensioners of DPL, Delhi over and above the budgetary provision during current financial year.

2. The Budget provision under GIA-General has been enhanced to Rs.12.00 crore in the next financial year 2020-21 as compared to Rs.8.5 crore during Financial Year 2019-20.
