Question : COAL PRODUCTION THROUGH CONTRACTORS



(a) whether more than 50% of coal production is made through contractors and contract workers;

(b) if so, the details thereof and the reasons therefor;

(c) whether contractors and contract workers are being engaged as per the law;

(d) if so, the details thereof;

(e) whether the Government has received any complaints regarding violation of such laws by the authorities;

(f) if so, the details thereof; and

(g) the steps taken by the Government in this regard?

MINISTER OF STATE IN THE MINISTRY OF COAL (DR. DASARI NARAYANA RAO)

(a) & (b): Out of total production of 343.39 million tonnes of coal in 2005-06 about 160.34 million tonnes was produced by hired equipments/outsourcing in Coal India Limited (CIL) and its subsidiaries. Outsourcing is being done to augment the production capacity and because of its being more economic so that the demand of coal is met by CIL.

(c) & (d): CIL and its subsidiaries companies do not directly employ / engage labourers on contract basis. However, certain works, which are not of permanent and perennial nature, are given on contract for which contractors deploy their workmen. Terms and conditions of service, other facilities / benefits etc, are as per the provisions of contract agreement and Contract Labour

(Regulation and Abolition) Act, 1970.
