Question : Abstention from UN Resolution

(a) whether India has continuously abstained from voting on Russia on three consecutive occasion in meetings held by United Nations (UN);

(b) if so, the reasons therefor;

(c) whether after three abstention United States of America (USA) has called upon India to distance itself from Russia;

(d) if so, whether both the countries Russia and USA are strategic partners for India in defence, economic relations and trade;

(e) if so, whether the Government has assessed the impact of its stand in UN; and

(f) if so, the future strategy chalked out by Government in this regard?

(a) to (f) India’s position on the Ukraine conflict has been steadfast and consistent. This was also outlined in detail in the statement of External Affairs Minister at the floor of the Parliament on 15th March 2022.

India expressed deep concern at the worsening situation and called for immediate cessation of violence and end to all hostilities.

In statements at the UN Security Council and the General Assembly, India urged for an urgent ceasefire and ensuring safe passage for stranded civilians.

Given the pressing humanitarian situation, India has already sent over 90 tonnes of humanitarian supplies to Ukraine and its neighbours during hour of crisis.

Prime Minister has conveyed to the leadership of both Russian Federation and Ukraine that there is no other choice except the path of diplomacy and dialogue. India has also reaffirmed in its statements that the global order is anchored on international law, principles of the UN Charter and respect for territorial integrity and sovereignty of States.

India’s approach to the Ukraine conflict has also been discussed with other major international partners, including the USA.
