Question : Construction of Oil Storage Caverns

a) The details of expenditure incurred on construction of oil storage caverns in country along with year-wise allocation for the Visakhapatnam, Padur and Mangalore caverns and the status of the completion of the above projects;
b) The details of existing storage capacity of various Oil Marketing Companies (OMCs) including their utilisation of storage capacity at present along with countries/companies to which the storage facilities have been let out so far, location/State/OMC-wise; and
c) The number of public and private sector refineries built/commissioned before and after 2014 along with ongoing projects and those which are in pipeline, State/ OMC-wise?

a) Under Strategic Petroleum Reserve project Phase-I, underground rock caverns for total storage of 5.33 MMT of crude oil at three locations, viz. Vishakhapatnam (1.33 MMT), Mangalore (1.50 MMT) and Padur (2.5 MMT) have been created. The Vishakhapatnam and Mangalore storage facilities have already been commissioned. The facility at Vishakhapatnam has already been filled up and nearly one fourth of Mangalore storage facility has also been filled. The storage facility at Padur has also been completed. The total approved expenditure is Rs 4098.35 cr of which 3552.59 has already been disbursed. The year wise expenditure incurred is as in the Annex-I.
b) As per current estimates the installed storage capacity of various Oil Marketing Companies is estimated to provide for 63 days of consumption as per annual consumption figures of 2015-16.
c) A total of 22 refineries (Public Sector and Private) were built and commissioned before 2014 and Paradip Refinery was commissioned and dedicated to the nation on 7th February 2016.
