Question : Training in Forensic Science

(a) whether the Bureau of Police Research and Development (BPR&D) provides modern and advance training involving Forensic Science in scientific investigation of the crime cases to the police and if so, the details thereof;

(b) whether any financial or technical assistance is being provided by the Government to the State Governments to set up Forensic Science Laboratories and District Mobile Forensic Units in the States/ UTs; and

(c) if so, the details thereof and the total funds granted and utilized during each of the last three years and the current year, State-wise?

(a) : Yes, Madam. The Bureau of Police Research and Development (BPR&D),New Delhi under Ministry of Home Affairs is providing modern and advanced training in Forensic Science in scientific investigation of the crime cases. BPR&D is organizing training programmes/workshops every year on various topics which, inter-alia, include the following:-

i) Collection and preservation of digital evidence;

ii) Crime against women;
iii) Investigation of organized crimes;
iv) Workshop on foreign investigation;
v) Cyber Mobile forensic;
vi) Scientific interrogation technique;
vii) Investigation of body offences;
viii) Cyber Law and Cyber Forensic

Training courses under the project ‘Developing Specialist Investigators’ are also organized in various State Police Training Centers for imparting specialized training to the investigating officers of the State Police Forces.

(b) & (c): Yes, Madam. The Government is providing financial and technical assistance to the State Governments to set up Forensic Science Laboratories and District Mobile Forensic Units in the States under the Modernization of Police Forces (MPF) Scheme.

During the last three years, Rs. 1338.35 crore in 2013-14, Rs. 1397.22 crore in 2014-15 and Rs. 595.00 crore in 2015-16 have been released to different States under the MPF Scheme for various activities including development of Forensic Sciences.
