Question : Schemes to Promote FPIs

(a) the details of various schemes for promoting food processing industries (FPIs) in the country;

(b) the details of funds allocated for promoting food processing industries during the last three years, State-wise;

(c) the steps taken by the Government for development of food processing industries and to solve the problems faced by the promoters; and

(d) the views of the Government to set up food processing industries in southern part of Rajasthan State?

(a) & (b): The Ministry of Food Processing industries (MoFPI) has been implementing Central Sector Umbrella Scheme - Pradhan Mantri Kisan SAMPADA Yojana (PMKSY), centrally sponsored PM Formalisation of Micro Food Processing Enterprises Scheme (PMFME) and Production Linked Incentive Scheme (PLISFPI) for overall growth and development of food processing sector across the country.

Under component schemes of PMKSY, MoFPI provides mostly credit linked financial assistance (capital subsidy) in the form of grants-in-aid to entrepreneurs for setting up of food processing / preservation industries. PMKSY is not region or state specific but demand driven with no state-wise fund allocation. Ministry provides financial, technical and business support for setting up/upgradation of micro food processing enterprises under PMFME scheme. State-wise funds released under the PMFME scheme is placed at Annexure. PLISFPI is targeted to facilitate expansion of food processing capacity by creating champion brands in Food Processing Sector and there is no state-wise allocation of fund under it.

(c): Ministry has taken various measures for effective implementation of the schemes and handhold promoters like- (i) Online Portal for submission of applications; (ii) Dashboard for monitoring the implementation of the projects; (iii) Regularly review meetings with the promoters to help remove bottlenecks in implementation; (iv) Inter-Ministerial Approval Committee and Technical Committee to streamline evaluation and approval process, (v) Assessing the progress of projects though Virtual site visit in the wake of Covid Pandemic to prevent delays. Ministry has also resolved many logistical and manpower related issues during covid pandemic, through interventions.

(d): The schemes of Ministry are demand driven and implemented across the country including southern part of Rajasthan. So far 2 Mega food Parks, 14 Cold Chain projects, 3 Agro Processing Clusters, 12 Food Processing Units, 6 Creation of Backward & Forward Linkages Projects and 1 Food Testing Lab has been approved for assistance in Rajasthan under corresponding component schemes of PMKSY.
