(a) whether as per the notification No. 239 Part III Section- 4 dated 4.9.2001 of National Council for Teacher Education, the teacher of physical education can become principal of the same D.Ed. teacher colleges(junior colleges of education);

(b) if so, the details thereof;

(c) if not, the reasons therefor;

(d) whether Maharashtra Government have sought any relaxation in the education qualification of the teaching staff for D.Ed. colleges from the NCTE;

(e) if so, the details thereof;

(f) whether any relaxation in the educational qualification for the post of principal/teacher has been given; and

(g) if so, the nature thereof?

(a) No, Sir.

(b) Does not arise.

(c) As per the norms and standards prescribed by the National Council for Teacher Education (NCTE) the academic and professional qualification of Principal of a D.Ed. (elementary teacher education programme) is same as that of a lecturer. Apart from the above, a person to be considered eligible for the post of Principal should have 5 years experience of teaching in elementary teacher education institutions.

(d) & (e) The following relaxations in the educational qualifications of the teaching staff for D.Ed. colleges has been sought by the Government of Maharashtra :

i) To continue permanent teaching staff (Principal and lecturers) in the Government aided and unaided D.Ed. colleges prior to NCTE Act with their existing qualifications till they retire or acquire the required qualification as per NCTE regulations.

ii) Majority of the secondary schools and D.Ed. colleges are managed by the private educational management. The State Government has prescribed common service conditions for all the employees of the recognized private, aided and unaided primary, secondary, higher secondary and D.Ed. colleges in the State. Therefore, the teachers in secondary schools, teacher educators in D.Ed. colleges managed by one management having similar qualifications are transferable from a secondary school to a D.Ed. college and vice versa. In view of this, in addition to the teaching experience in recognized elementary schools required for the post of lecturers prescribed in the NCTE regulations 2001, the teaching experience in recognized secondary schools may also be allowed.

(f) & (g) After consideration of the proposal of the Government of Maharashtra, the NCTE has approved the following:

i) In the case of existing Government and Government aided elementary teacher education colleges setup prior to establishment of NCTE, there should be at least four teachers besides Principal/Head for a unit of 50 students per year. State Governments would also provide at least one part time teacher in these institutions.

ii) The Principal and the teachers would be required to acquire the prescribed qualification by June, 2007.

iii) Experience in secondary schools in respect of Post- graduates with B.Ed. may also be treated as a valid qualification for appointment as teacher in D.Ed. institutions.
