Question : Pradhan Mantri Krishi Sinchayee Yojana

(a) the percentage of unit cost of sprinklers, micro sprinklers, drip equipment and other agricultural equipment being provided by the Government to the farmers in Chhattisgarh as grant under the Pradhan Mantri Krishi Sinchayee Yojana at present;

(b) the percentage of grant provided by the Government in this regard during the last two years and the current year;

(c) whether the Government has reduced the grant amount and if so, the extent to which this amount has been reduced along with the reasons therefor; and

(d) the steps taken by the Government to promote micro irrigation in the country including Chhattisgarh?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF LOK SABHA STARRED QUESTION NO. 460 DUE FOR REPLY ON 27TH MARCH, 2018.
(a): Micro Irrigation (MI) technologies viz. Drip & Sprinkler irrigation systems are being supported under Per Drop More Crop component of Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) which is operational throughout the country including Chhattisgarh.
As per the guidelines of PMKSY - Per Drop More Crop, financial assistance is available to farmers for installation of micro irrigation systems @ 55% and 45% of the unit cost for ‘Small & marginal’ farmers; and ‘other’ farmers respectively. State Government of Chhattisgarh also provides additional incentives/subsidy @ 15% to ‘Small & Marginal’ and 5% to ‘Other’ farmers beyond the provisions made in the guidelines to encourage farmers to install Micro Irrigation systems.
(b): Funds are made available for implementation of the programme in the funding pattern of 90:10 between Central and State Governments for North - Eastern & Himalayan States; 60 : 40 for other States including Chhattisgarh and 100% for Union Territories. Central assistance of Rs. 7.5 crore and Rs. 24.00 crore have been released during 2015-16 & 2016-17 respectively and during the current year, so far an amount of Rs. 12.50 crore has been released to Chhattisgarh.
(c): Government is giving more thrust on promoting MI with enhanced outlay. There has been substantial increase in allocation of funds under the programme including that of Chhattisgarh in the recent years.
(d): Besides providing assistance to farmers for installation of MI systems, emphasis is given for encouraging farmers to take advantage of the scheme through press & print media, publication of leaflets/booklets, organization of workshops,

exhibitions, farmer’s fairs, demonstrations through Krishi Vigayan Kendras (KVK), information on State/Government of India portal etc. National Committee on Plasticulture Applications in Horticulture (NCPAH) with its network of 22 Precision Farming Development Centres (PFDCs) also demonstrate the benefit of precision farming including micro irrigation across the country.
