(a) National Afforestation Programme (NAP) is implemented for afforestation of degraded forest lands with participatory approach, whereasGreen India Mission(GIM), one of the eight Missions outlined under the National Action Plan on Climate Change,aims at protecting, restoring and enhancing India’s forest coveron landscape approach to treat large contiguous areas of both forest and non-forest lands.
(b) & (c) As NAP is demand driven, funds are released based on demand from various states, submission of mandatory documents and the budget availability during the particular year. NAP was being implemented as 100% Centrally Sponsored Scheme, since inception (2000-02) till 2014-15.However, from 2015-16 the funding pattern for Centrally Sponsored Schemes was changed from 100 percent to 60:40 percent on sharing basis between Central and State Governments. During the year 2015-16, an amount of Rs.75croresonly wasthe total allocated budget under NAP for Rest of India States excluding North Eastern States. During 2015-16 the proposal of NAP of Andhra Pradesh was approved for Rs. 4.44 crores which included Rs. 2.66 crores as central share and an amount of Rs. 87 lakhs was released as first installment after adjusting the funds available as unspent with them. Second installment funds could not be released due to non-submission of mandatory documents as per guidelines. Further an amount of Rs.1.33 croresand Rs. 3.36 croreswas released during 2016-17 and 2017-18. During 2018-19 Rs. 6.38 crores was released which also included the pending amount of previous years.
(d) & (e) An amount of Rs. 1.06 crores, Rs. 0.45 crores and Rs.2.67 Crores have been released during 2016-17, 2017-18 and 2018-19 respectively to Andhra Pradesh under Green India Mission as central share.
