Question : Representation of Minorities in Bureaucracy

(a) the details regarding the total representation of minorities in the bureaucracy, State-wise;
(b) whether the Government intends to take measures for greater representation of minorities in the Indian bureaucracy; and
(c) if so, the details thereof and if not, the reasons therefor?

(a):The details regarding the total representation of minorities in the bureaucracy is not being maintained. However, the available details of recruitment of minorities, made in the Central Government Departments, Autonomous Bodies, PSUs, etc. in the country during the following three years are as under:

Department of Personnel and Training (DoPT) does not collate such information in respect of States and UTs.

(b) & (c): Ministry of Minority Affairs has been implementing a scheme namely “ Free Coaching and Allied Scheme for the candidates/students belonging to minority communities” with the objective to assist students/candidates belonging to the six notified minority communities by way of special coaching for preparation of competitive examinations for recruitment to Group ‘A’, ‘B’ & ‘C’ services and other equivalent posts under the Central and State Governments including public sector undertakings, banks, railways etc. or for admission in technical/professional courses. A new residential coaching programme for composite preparation exclusively for civil services aspirants has been added in the scheme w.e.f. 07.12.2017. Total number of 1,00,685 students/candidates have been benefitted since inception of the Scheme with an expenditure of Rs. 309.74 crore.

Apart from above, the Ministry of Minority Affairs is also implementing a scheme “ Nai Udaan” with objective to provide financial support to the minority candidates who clear the preliminary examinations conducted by Union Public Service Commission, Staff Selection Commission and State Public Service Commissions. The financial support is intended to adequately equip the candidates from minority communities to compete in the Civil Services Examination of the Union and the State Governments, and to increase their representation in the Central/ State Governments. Since inception, 6,692 candidates have been benefited under the scheme with financial assistance of Rs. 30.82 crore.
