Question : FOODGRAINS DISTRIBUTION THROUGH PDS



(a) the quantity of foodgrains required for the APL and BPL families in the various States particularly in Uttar Pradesh and Uttaranchal under Public Distribution System during each of the last three years;

(b) the demand and allocation of foodgrains and the actual quantity of offtake by various States during the above period, State-wise;

(c) the actual price of foodgrains and the price at which it was given to the BPL families for the said period; and

(d) the loss suffered by the FCI in this process?

(a)&(b): The foodgrains allotted to the States/UTs for distribution under TPDS are only supplemental to open market availability and are managed out of the stocks in the central pool which form only 15-20% of the total quantity of foodgrains produced in the country and not meant for meeting the entire need of any State. With the introduction of Targeted Public Distribution System (TPDS) from June,1997, the allocation of foodgrains to States/UTs is made as per TPDS guidelines for families below poverty line (BPL) and families above poverty line (APL). The allocation for Antyodaya Anna Yojana (AAY) is also made as per TPDS guidelines. From April, 2002 a quantity of 35 kg. per family per month is being allotted under TPDS for AAY, BPL and APL.

The statements showing State-wise allotment and offtake of foodgrains under TPDS during the last three years are given in the annexes. (Annex. I-VI).

(c): The economic cost of foodgrains (rice and wheat) and the central issue prices (CIPs) for BPL category during the last three years are as under:-

The CIPs of rice and wheat for BPL families have not been revised after 25.7.2000.

(d): FCI does not run on profit and loss basis. The difference between the FCI`s economic cost of foodgrains and the Central Issue Prices (CIPs) is reimbursed by the Government of India as food subsidy.
