(a) to (c): Rule 23 of the Conduct of Election Rules, 1961 has been amended on 21st October, 2016 providing that the postal ballot paper may be transmitted by the Returning Officer by such electronic means as may be specified by the Election Commission for Defence Personnel and other service voters as mentioned in section 20 (8) of the Representation of the People Act, 1950.
