Question : CO2 Emission from Vehicles

(a) whether the Government has any mechanism to monitor carbon dioxide emission from light and heavy duty vehicles;

b) if so, the details thereof;

(c) the details of proposed reduction in average carbon dioxide emission for such vehicles as per international standard;

(d) whether the Government has finalized the proposal regarding proposed reduction in average carbon dioxide emission rate for such vehicles; and

(e) if so, the details thereof along with the mechanism proposed for the said purpose?

(a) to (e) Yes, Sir. For passenger vehicle having not more than 9 seats, including driver and gross vehicle weight not exceeding 3.5 ton, CO2 (carbon dioxide) emission is monitored under energy consumption standard in terms of Average Fuel Consumption. The same is notified vide S.O. 1072(E) dated 23.4.2015 and GSR 954(E) dated 4.10.2016. Ministry of Power vide S.O. 1072(E) dated 23.4.2015 has proposed Constant Speed Fuel Consumption (CSFC) regulation for heavy duty vehicles. In India, for fiscal year 2017-18 to 2021-22, CO2 emission target is 130.2 g/km and from fiscal year 2022-23 onwards CO2 emission target is 113.1 g/km. In Europe, current CO2 emission target is 118 g/km, from year 2021 it will be 95 g/km, and from year 2030 onwards CO2 emission target will be 59 g/km.
