Question : Shortage of Degree Colleges

(a) the measures taken by the Government to equip the young people of India with the skills they need to find productive, gainful employment and a means to a better future;

(b) whether there is acute shortage of Degree Colleges in Bihar and a large number of students have migrated to other States for admission in colleges; and

(c) if so, the steps taken by the Government to set up Degree Colleges at Block Level in Bihar?

(a): Yes, Madam. The Ministry has a broad plan to create a new job-oriented educational system across the country and has implemented the following skill development programmes.

(i) Community College Scheme.
(ii) B. Vocs degree programme.
(iii) Deen Dayal Upadhyay KAUSHAL Kendras
(iv) National Skill Qualification Framework (NSQF) Programmes in AICTE approved Colleges/ Polytechnics.
(v) National Employability Enhancement Mission (NEEM).
(vi) Employability Enhancement Training Programme (EETP).

Further, this Ministry has also introduced a new scheme under the umbrella of Pradhan Mantri Kaushal Vikas Yojana (PMKVY) through Technical Institutions with the aim to impart Engineering Skills to 10 Lakh youth in the next three years starting from the academic year 2016-17.

(b) & (c): The Government of Bihar has requested the AICTE for approval for establishing 6 new engineering colleges in educationally backward / LWE affected districts which are proposed to be started in temporary campuses.
