Question : Violation of Rules

(a) whether the Government has received any complaints about violation of rules relating to filling up of backlog vacancies in various departments, PSUs, institutes, banks and financial institutions;

(b) if so, the details thereof and the number of vacancies still pending for filling up in various departments, PSUs, institutes, banks and financial institution, cadre-wise; and

(c) the action proposed to be taken by the Government for filling up the backlog vacancies?

(a) to (c): The complaints/references relating to non-filling up backlog reserved vacancies in various Departments of the Government, as and when received, are forwarded to the concerned Department for appropriate action. As per information received from Ministries/Departments, 48034 backlog reserved vacancies for Scheduled Castes, Scheduled Tribes and Other Backward Classes were filled up during the Special Recruitment Drive concluded on 31.03.2012. As per information received from various Ministries/Departments, 51, 963 backlog vacancies for Scheduled Castes, Scheduled Tribes and Other Backward Classes have further been filled up during 01.04.2012 to 31.12.2015.
A Committee constituted in July, 2013 under the Chairmanship of Secretary, Ministry of Social Justice and Empowerment, made an in depth analysis of the reasons for non-filling up of the backlog reserved vacancies and suggested measures to enhance the employability of reserved category candidates. Based on the report submitted by the Committee, action plan for study of reasons for non-filling up of backlog reserved vacancies, review of prescribed standards, if required; concluding special recruitment drive and conducting pre-recruitment training programme was communicated to the Department/Ministries concerned on 20.11.2014.
