Question : Infiltration in Border Areas

(a) the details of target fixed for border fencing and the status of fencing along with the time by which the remaining fencing work is likely to be completed, border-wise;

(b) whether due to incomplete fencing and other infrastructure incidents of infiltration, encroachment and attack? from across the border have increased and if so, the reaction of the Government thereto;

(c) whether the Government has decided to implement measures for installation of high quality modern scientific technique to make the borders of the country completely free from infiltration by external forces;

(d) if so, the details thereof;

(e) whether the Government has selected companies of the private sector to implement the said measures; and

(f) if so, the details thereof along with the reasons for according priority to the private sector vis-a-vis the public sector?

(a) The details of border fencing along Indo-Bangladesh Border (IBB)& Indo-Pakistan Border (IPB) are as follows:-

(b) The fence and other infrastructure along the international borders are one of the measures to enhance security along the borders. Several other measures are taken along the borders, and the unfenced stretches, to curb cross border crimes. Therefore, lack of complete fencing of borders does not make it easy for infiltration, smuggling, etc. The details of other measures taken for border protection are as follows:-

(i) Border Security Force(BSF) is putting special efforts to dominate the unfenced areas of border by physical patrolling, laying of concertina wires, LASER, Infra-red, laying nakas, etc.

(ii) Effective domination of the borders by Border Guarding Forces(BGFs) through round the clock surveillance of the border, establishing observation posts all along the border and strengthening existing defences of the Border Out posts (BOPs).

(iii) Introduction of Force multipliers and Hi-Tech Surveillance Equipments to enhance surveillance of the borders.

(iv) Vulnerability mapping of BOPs is reviewed from time to time from the point of view of cross-border crimes and being strengthened by deploying additional manpower, Special surveillance Equipments, vehicles and other infrastructure support.

(v) The riverine areas of the border are dominated with the help of Floating BoPs, Speed Boats, Fast Attack Crafts, etc.

(c) to (f) Government of India has decided to deploy technological solutions in various difficult terrains of Indo-Pakistan & Indo-Bangladesh Border. In this regard, a pilot study has been initiated in Jammu region. Further details cannot be revealed in the interest of National Security.
