(a) the details of the schools including Eklavya Model Residential Aawasiya Schools for tribal people established in the country, State/UT-wise including Chhattisgarh;
(b) whether the Government proposes to set up more schools in the tribal areas;
(c) if so, the details thereof State/UT-wise including Chhattisgarh; and
(d) the other steps taken/proposed to be taken by the Government to provide high standard education to the tribal students in the country?

(a) to (c): As per report of District Information System for Education (DISE), developed by the National University of Educational Planning and Administration (NUEPA), category- wise schools in 2015-16, in States having Tribal Areas (Sixth Schedule of the Constitution of India) / Scheduled Areas (Fifth Schedule of the Constitution of India) / large percentage of tribal population including Chhattisgarh are at Annexure 1.
Ministry of Tribal Affairs sanctions Ashram schools and Eklavya Model Residential Schools (EMRSs). Funds for construction of new Schools are sanctioned based upon requisition from States in accordance with scheme guidelines. A statement showing state-wise number of EMRSs sanctioned by the Ministry, number of schools reported functional and total number of students therein is at Annexure 2. Out of 257 sanctioned EMRSs, 161 are functional and the rest new schools are likely to be opened (480 students capacity per school). Further, 672 blocks/ sub-districts with tribal population ? 50% and more than 10,1000 have been identified for prioritization for opening new EMRSs. 83 of these blocks are already covered. Details are at Annexure 3. Also 1205 Ashram schools for STs have been sanctioned by the Ministry, and 3272 by States. Details are at Annexure 4. Data regarding number of other residential schools established and run by States for STs are not maintained in the Ministry.
Apart from above, Jawahar Navodaya Vidyalayas (JNVs) have been set up in 576 districts across the country and additional 62 JNVs in the remaining Districts has been approved. List of the districts in the country where new JNVs will be set up is at Annexure 5.
(d): Government has taken following measures for quality tribal education:
(i) The Sarva Shiksha Abhiyan (SSA), provides for free and compulsory elementary education to all children in the age group of 6 to 14 years including ST children. 109 special focus districts have been identified on the basis of the indicators like out of school children, high gender gap, low retention rate and infrastructure gap as well concentration of Scheduled Tribe population.
(ii) Kasturba Gandhi Balika Vidyalayas (KGBVs) scheme provides for residential schools for girls at upper primary level; a minimum of 75% seats are for minority, SC, ST and OBC girls. KGBVs cover 69% ST girls in ST Special Focus Districts.
(iii) Ministry of Tribal Affairs (MoTA) has been implementing a number of education-related interventions to facilitate high standard schooling for tribals:
a) Ashram Schools: Funds are provided for making residential schools for STs for primary, middle, secondary and senior secondary level of education.
b) ST Hostels: Central assistance is given to States/UTs/Universities for construction of new hostel buildings and/or extension of existing hostels for residential facilities in tribal areas.
c) EMRSs: The objective is to provide quality middle and secondary education to Scheduled Tribes (ST) students, not only to enable them to avail of reservation in high and professional education courses and get jobs in government and public and private sectors, but also to access best opportunities in education at par with others.
d) Scheme of strengthening education among ST Girls in Low Literacy Districts: 100% assistance is given for running and maintenance of educational complexes for ST girls.
e) Pre-Matric Scholarships Scheme for ST students: This scholarship is given to Scheduled Tribes students studying in class IX and X.
f) Post-Matric Scholarships Scheme: This scheme is open to all ST students and is given to enable them to pursue higher studies at Post Matriculation level including technical and professional studies.
g) National Overseas Scholarship: This scheme provides financial assistance to selected ST students to pursue higher studies abroad.
h) National Fellowship Scheme for ST students: Under this scheme fellowships are provided to the ST students each year for pursuing higher studies in India.
i) Under Special Central Assistance to Tribal Sub-Plan (SCA to TSP) and Article 275(1) Grants, funds are provided for improving education infrastructure in tribal areas and also for various amenities in schools like toilets, gas, drinking water, IT equipment for smart classes, science labs etc. based upon proposals from State Governments.
