Question : Pradhan Mantri Matsya Sampada Yojana(PMMSY)

(a) whether the Union Government had launched Pradhan Mantri Matsya Sampada Yojana (PMMSY) to boost production and exports in the fisheries sector;

(b) if so, the details thereof;

(c) the investment proposed for sustainable development of fisheries sector in the country;

(d) whether the aforesaid scheme is being implemented in the State of Maharashtra;

(e) if so, the details thereof along with the funds provided to the State of Maharashtra since its implementation;

(f) the number of farmers/families benefited from the fisheries schemes in the State of Maharashtra during the last three years and current year; and

(g) the extent to which it helped to boost the income of the farmers?

(a) to (c): Yes, Sir. The Government of India during 2020-21, as a part of Atma Nirbhar Bharat Package has launched a flagship scheme “Pradhan Mantri Matsya Sampada Yojana (PMMSY)- A scheme to bring about Blue Revolution through sustainable and responsible development of fisheries sector in India” with highest ever investment of Rs. 20050 crore in the fisheries sector for its implementation for a period of five years with effect from the financial year 2020-21 to 2024-25 in all States/Union Territories(UTs). PMMSY intends to address critical gaps in fish production, productivity, quality, technology, post-harvest infrastructure and management, modernisation and strengthening of value chain, traceability, establishing a robust fisheries management framework and fishers’ welfare. PMMSY eventually aims to enhance fish production and productivity, export, generating employment opportunities, reduction of post-harvest losses and enhancing domestic fish consumption.

(d) and (e): Yes, Sir. The PMMSY is also implemented in the State of Maharashtra. The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying, during 2020-21, under the PMMSY has accorded approval to the fisheries development proposal of Government of Maharashtra at a total cost of Rs. 174.83 crore with the central share of Rs 60.63 crore and first instilment of Central share of Rs.30.32 crore released to the State Government for implementation of the proposal in the State.

(f) and (g) : It is estimated that the approved fisheries development proposal of Government of Maharashtra under PMMSY during 2020-21 benefits to about 13906 beneficiaries in the State. Besides, during the past three years, National Fisheries Development Board(NFDB) has also funded for (i) pisciculture covering an area of 12.48 ha in two Aspirational Districts namely Chandrapur and Gadchiroli benefiting about 300 fish farmers and (ii) installation of 130 brakishwater cages in Sindhurg District supporting a total of 130 fish farmers. The activities supported under the PMMSY and by NFDB inter-alia aim towards enhancement of income of fishers and fish farmers in the State.
