(a) whether restructuring orders have not been implemented in respect of E&RC staff of Delhi Division, Northern Railway even after the issuance of restructuring orders one year back on October 09,2003;
(b) if so, the reasons therefore; and
(c) the time by which the restructuring orders in respect of E&RC staff of Delhi Division, Northern Railway are likely to be implemented?

(a) Yes, Sir.
(b) As per guidelines issued by Ministry of Finance, entire scheme of restructuring is a self-financing and expenditure neutral proposition. As such in order to upgrade the posts as per the restructuring order issued in October,2003, matching savings equivalent to the posts required to be upgraded would be required to be provided by the respective unit while undertaking the exercise of restructuring. In Delhi Division of Northern Railway, restructuring orders in the Enquiry & Reservation Clerks cadre have not been implemented so far, as there is a shortfall in matching savings required for this cadre by the Division.
(c) As per instructions contained in Railway Board’s order issued in October,2003 if the requisite matching savings cannot be arranged, the particular category/ cadre will not be restructured. In other words, restructuring of this cadre would be undertaken after availability of required matching savings.
