Question : Utilisation Rate in PMAY-G Funds

(a) whether the Government is aware of the low cumulative utilisation rate of funds under Pradhan Mantri Awaas Yojana- Gramin (PMAY-G);

(b) if so, the details thereof and the reasons therefor;

(c) the number of registrations received in the Awaas application to include eligible beneficiaries left out of the permanent Wait List formulated based on the SECC, 2011 data;

(d) whether the Government has converged the PMAY-G scheme with other Central Government schemes like MGNREGA, Ujjwala etc.; and

(e) if so, the details thereof?

(a) & (b): Against a cumulative fund release of Rs. 1,42,961.60 crore (including Central Release of Rs. 87,402 crore and State Release of Rs. 55,559.60 crore) under Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) since 2016-17 till 28.01.2020, a total expenditure of Rs.1,37,270.44 crore has been incurred by the States/UTs, which indicates 96.02% of utilization against Central and State Releases.

(c): Number of households registered by the States/UTs using Awaas+ Mobile Application is 3.67 crore.

(d) & (e): Under PMAY-G, in addition to unit assistance of Rs. 1.20 Lakh in plain areas and Rs. 1.30 Lakh in Hilly States, difficult areas and Integrated Action Plan (IAP) districts, the beneficiaries are provided Rs. 12,000 for construction of toilets through convergence with Swachh Bharat Mission-Gramin (SBM-G), Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) or any other dedicated source of funding; 90 person days of unskilled wages in plain areas and 95 person days of unskilled wages in Hilly States, difficult areas and IAP districts. Further, as per guidelines of Pradhan Mantri Ujjawala Yojana (PMUY) of Ministry of Petroleum & Natural Gas, Liquified Petroleum Gas (LPG) connection is given to eligible beneficiaries of PMAY-G.
