(a) whether there is no parity between IAS and Non-IAS officers as per the recommendations of the Seventh Pay Commission, if so, the details thereof;
(b) whether the Government has received any representations in this regard, if so, the details thereof;
(c) the reaction of the Government thereto; and
(d) the steps taken/proposed to be taken to address the issue?

(a) to (d): The Seventh Pay Commission could not arrive at a consensus on the issues relating to the (i) present edge of the officers of the Indian Administrative Service and the Indian Foreign Service at the level of Senior Time Scale, Junior Administrative Grade and Selection Grade and (ii) the present two-year-edge to the IAS in regard to empanelment in the Central Staffing Scheme. Therefore, it has been decided that these issues be examined by the concerned Ministry.
