Question : Central Victim Compensation Fund

(a) whether the Government has been able to implement and utilise the Nirbhaya Fund adequately under the Central Victim Compensation Fund (CVCF)
Scheme;

(b) if so, the details thereof along with the funds utilised during the last three years and the current year;

(c) the details of the status of implementation thereof and the compensation provided for the victims of a crime, State-wise; and

(d) the details regarding non-utilisation or underutilization of the fund along with the details of the allocation under the CVCF to the States?

(a) & (b): The State Governments/Union Territories (UTs) have notified their victim compensation schemes in terms of Section 357A of the Code for Criminal Procedure (Cr.P.C.). Further, in order to support and supplement the State Compensation Schemes, Ministry of Home Affairs had released Rs. 200 crores

as a one-time grant to State Governments/ UTs under the Central Victim Compensation Fund from Nirbhaya Fund. Expenditure from this fund is allowed to State Governments/ UTs after consuming the non-budgetary resources available with them.
(c) & (d): Details on implementation and compensation provided to victims of a crime by State Governments/ UTs are not maintained centrally.
