Question : REHABILITATION OF CHILD LABOUR



(a) whether there are some poverty eradication programmes in operation in the States for the rehabilitation of child labour and to bring them into the mainstream of formal education system;

(b) if so, the details thereof, State-wise;

(c) whether India is being assisted financially by the International Labour Organisation for the success of the National Child Labour Projects; and

(d) if so, the names of the States in which these programmes are under operation?

(a) & (b): There is no specific poverty eradication programme for the rehabilitation of child labour. However, the Ministry of Rural Development is implementing programmes for wage employment namely Sampoorn Gramin Rozgar Yojana (SGRY) and self employment programme namely Swarn Jayanti Gramin Swarojgar Yojana (SGSY) in rural areas of the country.

(c) & (d): The scheme of National Child Labour Projects(NCLPs) is a Central Sector Scheme, fully funded by Government of India, being implemented in 100 districts in the country. The total outlay for the scheme was Rs.249.60 crore for the 9th Plan. ILO is implementing the Integrated Area Specific Projects in five districts namely Mirzapur and Ferozabad(Uttar Pradesh), Jaipur (Rajasthan) and Virudhunagar and Coimbatore (Tamilnadu) since 2000, through the NCLP societies. The expenditure incurred till June 2002 was Rs.5.29 crore.
