Question : NATIONAL DAIRY DEVELOPMENT BOARD



(a) the details of new initiatives undertaken by the National Dairy Development Board (NDDB) for the development of dairy industry;

(b) whether the Government has recently reviewed the functioning of the National Dairy Development Board if so, the outcome thereof along with the deficiencies noticed in its functioning, so far;

(c) the corrective measures taken by the Government/proposed to be taken for effective functioning of NDDB; and

(d) the steps taken/proposed to be taken by the Government to increase the per capita availability of milk in the country?

STATEMENT REFERRED TO IN REPLY TO PART (a) TO (d) OF THE LOK SABHA STARRED QUESTION NO 397 FOR 05.08.2014 REGARDING ‘National Dairy Development Board’

(a) National Dairy Development Board (NDDB) is implementing a scheme, “National Dairy Plan (Phase-I)” (NDP-I) launched during March, 2012 with total outlay of Rs 2242 crore. This is a multi-state initiative that aims to increase productivity of milch animals and thereby increase milk production to meet the rapidly growing demand for milk through scientific breeding and feeding as also to provide rural milk producers with greater access to the organised milk processing sector.

The scheme is implemented with the assistance of World Bank in 14 major milk producing states of the country covering Uttar Pradesh, Punjab, Haryana, Gujarat, Rajasthan, Madhya Pradesh, Bihar, West Bengal, Maharashtra, Karnataka, Tamil Nadu, Andhra Pradesh, Orissa and Kerala constituting 90% of the milk production. Benefits accruing from the scheme, however, will flow across the country. Till 31.03.2014, 171 projects have been approved with total outlay of Rs 1145.88 crore.

(b) & (c) NDDB is governed and functions in accordance with the NDDB Act, 1987. There is a Government Director on the Board of NDDB. The Annual Report of NDDB is also laid before the Parliament.

(d) Department of Animal Husbandry, Dairying and Fisheries, Government of India is implementing the following schemes to enhance production, and thereby increase per capita availability of milk in the country:

i) National Programme for Bovine Breeding and Dairy Development.

ii) National Dairy Plan-Phase I.

iii) Dairy Entrepreneurship Development Scheme.

iv) Livestock Health and Disease Control

v) National Livestock Mission
