Question : SURPLUS EMPLOYEES IN PSUs



(a) whether the Government proposes to start a special Voluntary Retirement Scheme (VRS) to control its surplus employees in Public Sector Undertakings (PSUs);

(b) if so, the details thereof; and

(c) the steps taken/proposed to be taken for the welfare of surplus employees in PSUs?

(a) & (b): Voluntary Retirement Scheme (VRS) in Central Public Sector Enterprises (CPSEs) was notified by the Government in 1988. The Scheme was revised in May 2000.

(c): In order to provide a safety net for separated employees of CPSEs, Government have been implementing a Scheme of Counselling, Retraining and Redeployment (CRR) from 2001-2002. The scheme aims at rehabilitation of the employees who have taken VRS, through short duration training programmes. Continuation of the Scheme during the 11 Five Year Plan is under consideration.
