(a) & (b) There are 73 Central Research Institutes under the administrative control of Department of Science & Technology (DST), Department of Biotechnology (DBT) and Council of Scientific and Industrial Research (CSIR) spread over different parts of the country. The details of fund sanctioned, allocated and utilized during the last three years and the current year, State/UT-wise and Institute/Laboratory/Organization-wise are given in Annexure-I.
(c) Government has not fixed any target for the said Institutes for the development of modern medicine. However, CSIR through its constituent laboratories namely, CSIR-Central Drug Research Institute (CSIR-CDRI), Lucknow and CSIR-Institute of Microbial Technology (CSIR-IMTECH), Chandigarh is engaged in the R&D work related to development of modern medicines. CSIR-CDRI is engaged in fundamental research driven discovery and development of modern medicines, including synthetic compounds, Phyto-pharmaceuticals, AYUSH & Peptides and repurposing of drugs.
Department of Biotechnology is implementing a flagship program through its Autonomous Institutions which is aligned with the National Priorities and Sustainable Development Goals. Several of its Autonomous institutions are working on development of modern medicines viz. including cell therapy platform, development of small molecular antiviral agents, stem cell technology, genomics and targeting drug resistance of tuberculosis and malaria.
(d) The Institutes/Laboratories/Organizations of the Ministry have state-of-art research facilities and these facilities are periodically upgraded depending on the requirement through various Expert Committees after evaluating the performance. Also, in compliance of provisions of GFR 2017, each autonomous institution of DST and DBT signs a Memorandum of Understanding (MoU) with the Government every year giving their target and achievements. The performance evaluation, which is a part of the MoU, is regularly carried out every financial year by the Governing Body of the respective Institute.
